A paper which argues that the 'Chilean' system is the best pension system for Britain to adopt although there will be transitional problems.  It demonstrates that the individual portable pension frees employers of the need to be concerned about pensions, permits the movement of labour, spreads risk away from a single entity and is totally transparent.
